I'd like to point out, that the kanji of "teenage" is not quite correct; The kanji of "teenage" should be "少年時代" but in this painting it is written as "十代", which doesn't mean anything except maybe a japanese name in Yu-gi-oh GX, or if you really want to interpret word by word, it is "ten age", or "tenth generation". (Maybe you missed a "e" when you tried to put TMNT into a translator??)
The correct line for your painting should be:
少年時代の変異体忍者亀
which still means "Mutant Ninja Turtles in their Teens" as you mentioned in DeviantArt. But even that sounds strange to me, as this series is generally known simply as "Ninja Turtles" here in Taiwan.
It's more of a lost-in-translation issue because in chinese we don't usually use more than one adj. to desribe something, as it creates ambiguity. If you ask me my translation would probably be

I discard "時代" since we usually use "少年"('teen') both as a noun and as an adj in Chinese.
